XPW Fanatic and Friendly Fire

Played a game with XPW Fanatic and Setback. Fanatic used her base power, so all damage would redirect to the villain.

Next turn, Fanatic dealt some damage. Setback had two Friendly Fires in play, so there was a choice to deal him 2 melee damage, which was redirected to the villain.

This has resulted in an infinite damage loop, where Friendly Fire triggers every time that 2 melee damage is directed to the villain.

Is this intended? Unintended? Bug? Loophole?

It sounds similar to the Dual Crowbars / Friendly Fire interaction.

I tried reproducing this against Apostate with Tachyon / Setback / XPW Fanatic with only one Friendly Fire in play, but I did not reproduce what you're describing; Friendly Fire only triggered once per Fanatic damage instance, and did not re-trigger when damage bounced off of it to Apostate. I never saw a second copy of Friendly Fire, Apostate died too quickly. :p

However, with two Friendly Fires out, I am seeing the infinite loop. Just did 100+ damage to Apostate while watching all his relics die.

Friendly Fire should not trigger from damage caused directly by Friendly Fire.

I think that the key here is that Friendly Fire is triggering off of damage caused by the other Friendly Fire.
